1. The National Procurement Commission on behalf of the Ministry of Education, Youth and Sport of the Democratic Republic of Timor-Leste is inviting interested Suppliers to submit Bids for the Supply of Tables and Chairs for Pre-school, Primary School and Secondary School. 2. The bidding is conducted through International Competitive Bidding with a one-stage two envelope procedure, wherein the Technical Bid and Price Bid shall be submitted together in separate sealed envelopes. 3. The bidding is open to all eligible international and national suppliers of furniture that meet the following criteria: a. As a minimum, the Supplier must provide proof that it has access to or availability of financial resources such as recent lines of credit, bank statements and other liquid financial means other than any contractual advance payments to meet a cash flow requirement of Five Hundred Thousand Dollars (US$500,000) for the execution of the Contract being bid for. In case of a Joint Venture Bidder, one partner must meet 40% of the requirement, each partner must meet 25% of the requirement, and all partners combined must meet 100% of the requirement. b. The Supplier individually or as a joint venture shall demonstrate that they have successfully completed contract (s) as main supplier, Sub-Supplier or JV Partner within the last seven (7) years, with accumulated contract value of Six Hundred Thousand United States Dollars (US$600,000) with nature, and complexity similar to the scope of supply. c. Delivery and Completion Schedule is 90 calendar days from the date of receipt Supplier of Notice to Proceed. 4. The Bidding Document in English language may be obtained free-of charge by interested Suppliers on the submission of written application to the address above. 6. A pre-bid meeting will be held on 13 September 2021 at 1000 hours local time at the address above. 7. The bid must be received in the Tender Box located at the same address specified above no later than 1500 hours local time on 18 October 2021. Late bids will be rejected. 8. Bids must be accompanied by a bid security in the amount of US$ 10,000.00, valid 148 days from the date of bid submission. 9. Technical Bids will be opened immediately after the closing time for the submission of the bids at the same address specified above in the presence of suppliers who wish to attend.
