Invitation for Bids

1.	The Government of Timor-Leste is inviting interested eligible construction companies to submit Bids for the: 

Construction of Galata Irrigation Scheme in Baucau Municipality.

2.	The project is located in Democratic Republic of Timor-Leste, Municipality of Baucau;

3.	The bidding shall be conducted through International Competitive Bidding with two envelopes procedure, wherein the Technical Bid and Price Bid shall be submitted together in separately sealed envelopes.

4.	Interested bidders may inspect the Bidding Documents or obtain further information from:

5.	Participation in this bidding process is open to all interested international and national bidders. The attention of interested bidders is drawn to the qualification criteria detailed in the Bidding Document, which include:

•	Experience: at least one (1) contract that have been successfully or substantially completed within the last ten (10) years and that are similar to the proposed works, where the value of the Bidder’s participation under each contract exceeds US$10,000,000.00
•	Cash Flow Capacity of US$2,000,000.00
•	Average Annual Construction Turn Over of US$12,500,000.00  within the last three (3) years
•	Personnel: the Bidder must demonstrate that it has the personnel for the key positions that meet the following requirements:

•	Construction Schedule: key activities and milestones covering construction period.

6.	The Bidding Document, in English language, may be obtained free-of-charge by interested Bidders on the submission of a written application by email to the address above or an email will be sent stating the website where the documents can be downloaded by applicants.

7.	A pre-bid meeting will be held on 21 March 2022 at 15:00 hours local time at the address specified above. Due to COVID-19, the pre-bid meeting for the above mentioned project will be held physically and virtually.

8.	The bids must be received in the Tender Box located at the same address specified above no later than 15:00 hours local time on 21 April 2022. Late bids will be rejected.

9.	The Bidders has the option of submitting their Bids through email. The Bidder will submit the Technical Bid and Financial Bid (Password Protected) in non- editable PDF format through separate email. If the file size is more than 10 MB of Technical or Financial Bids, the Bidder will send through multiple emails with no attachment size is bigger than 10 MB.

NPC will request later from the bidder to provide the password later if its bid will be qualified for price opening.
10.	The bid must be accompanied by a bid security (in the form of Bank Guarantee) of US$250,000.00 (United States Dollar Two Hundred Fifty Thousand) valid for 208 days from the last date of bid submission;

11.	Technical Bid will be opened on 22 April 2022 at 1500 hours local time after the closing time for the submission of the bids at the same address in the presence of Bidders who wish to attend. An online option of the opening of the Technical Bids is offered through the link provided in bidding document.

12.	The Employer will not be responsible for any cost or expenses incurred by the Bidder in connection with preparation or delivery the Bids.
