1.	The National Procurement Commission (NPC) on behalf of the Ministry of Health  of the Government of the Democratic Republic of Timor-Leste is inviting proposals from qualified consulting firms for the:

Consulting Services for Construction Supervision of Pediatric and ICU Building of the Guido Valadares National Hospital 

2.	Funding for these Services will be made from the Infrastructure Fund of the Government of the Democratic Republic of Timor-Leste.

3.	The Project is Located in Bidau, Cristo rei, Dili Municipality.

4.	The purpose of this tender is to engage a qualified consulting firm to supervise the works of New Construction of Pediatric and ICU building of the Guido Valadares National Hospital. The details of information are provided in Section 5 (Terms of Reference- TOR) of the Request for Proposal (RFP) Documents	

5.	The construction supervision comprises minimum time input of 55 person-months of international experts and 52 person-months of national experts over duration of 24 months of construction and 12 months of defect liability period. The maximum budget for the assignment is US$900,500.00 inclusive of taxes..

6.	A firm will be selected under the Quality- and Cost-Based Selection (QCBS) Method with modification with Technical & Price Weight ratio of (80:20) as described in the RFP document. The Technical Proposal will be evaluated based on the Qualification of the Firms (i.e. the consultant has successfully completed at least 2 similar construction supervision projects (similar in scope and magnitude) with the minimum value of each contract is US$730,000.00 in the past 10 years as Lead Firm or Joint Venture Partner, Approach & Methodology & Experts CV. The minimum technical score (St) required to pass is: 750 from a maximum of 1000 points.

7.	The procurement shall be conducted as a single-stage, two-envelope procedure, wherein the Technical Proposal and Financial Proposal shall be submitted together in separately-sealed envelopes.

9.	Participation in this bidding process is open to all interested international and national Consultants. The attention of interested Consultants is drawn to the qualification requirements detailed in the RFP.

10.	The RFP is available free-of-charge to any interested Consultants by sending a written request by email after which a PDF copy of the RFP will be sent also by email during office hour at the email address given above.

11.	A pre-proposal conference will be held at 10:00 hours local time on 13 June 2022 at the same address specified above. Due to COVID-19, the Pre-proposal conference for the above mentioned project will also be held virtually.

12.	The proposals must be received in the Tender Box located at the same address specified above no later than 15:00 hours local time on 29 June 2022. 

13.	The Consultant has the option of submitting their Proposals through email. The consultant will submit the Technical proposal and Financial Proposal (Password Protected) in non- editable PDF format through separate email. If the file size is more than 10 MB of Technical or Financial Proposal, the consultant will send through multiple emails with no attachment size is bigger than 10 MB.

NPC will request later password of the Financial Proposal from the consultants who are technically qualified as the top two based on the result of the evaluation of the technical proposals.

14.	Technical Proposals will be opened on 30 June 2022 at 15:00 hours local time after the closing time for the submission of the proposals at the same address in the presence of Consultants who wish to attend. An online option of the opening of the Technical Proposals is offered through the link provided in the RFP.

15.	Any Proposal received by the Employer after the deadline shall be declared late and rejected, and promptly returned unopened.
