Geotechnical Advisor will perform desk study and field investigation relating to slope stability, verify availability of construction materials and pavement conditions and monitor the works in order to ensure the respect to Quality Assurance Plan and Specifications. The Geotechnical Advisor will have at least 15 years’ experience in the site investigation of geotechnical conditions and laboratory testing on road projects. The Geotechnical Advisor will provide input during his/her twelve (12) person-months services spread over two years.

1.	Educational Requirements
 
•	At least a master’s degree in Civil Engineering or any technical related field.
 
 
1.	Required Experience and Other Requirements
 
•	At least twenty (20) years of working experience with at least fifteen (15) years experience in the geotechnical investigation of ADB, WB, and other international institution-funded road/bridges projects.
•	Proven ability to function effectively as a team leader or team member of multi-disciplinary teams and to resolve conflicts constructively.
•	Shall be able to use Plaxis 3D for analysis and other compatible relevant software to review any geotechnical issue. Should also be familiar with computer applications such as Group Lpile, Repute, Allpile, etc. for piled bridges and Rocscience suite of software such as Slide, Wedge, Rocfall, Rocdata, Settle 3d, etc.
•	A high degree of dynamism and self-motivation, as well as the ability to work with minimal supervision.
•	Strong client and communication skills, with proven experience in providing quality policy and project advice to clients, and in transferring knowledge.
•	Good (written and oral) communication skills in English.
•	Familiar with International Agencies/Institution policies and guidelines.
•	Working experience in an organization similar to the consultant firm of a government infrastructure agency.
•	Attended seminars and training on contracts and documentation.
•	Working experience in Timor-Leste, South Asia, Southeast Asia, and/or Pacific countries will be an advantage.
