The Democratic Republic of Timor-Leste (Ministry of Public Works) has received financing from the World Bank toward the cost of the Timor-Leste Branch Roads Project, and intends to apply part of the proceeds for consulting services. 

The consulting services (“the Services”) include Design Review and Construction Supervision and Preparation of Bidding Documents for Upgrading and Maintenance of Jct. Letefoho-Gleno Road Section 30+230-54+370 Km. The estimated time-input is 208 person-months for international experts, 291 person-months for national experts, and 98 person-months for supporting personnel. The expected start date of the Services will be third quarter of 2022.  The total services are expected to be completed within 44 months. The Design Services are expected to be completed within four (4) months and twenty-eight (28) months for Supervision of Civil Works, and twelve (12) months for Supervision of the Defects Liability Period.

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Ministry of Public Works through National Procurement Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) core business and years in business, (ii) relevant experience in Design Review and Construction Supervision of Road projects with the magnitude equal to or more than the subject project , (iii) geographical experience (developing countries in particular the south East Asia), and (iv) experience with multilateral development agencies, based on project references. Please select most relevant projects to demonstrate the firm’s experience (maximum 10 projects completed in the last 7 years). Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, July, 2016 as amended from time to time (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
