The estimated time-input is 66 person-months for international experts, 124.5 person-months for national
experts, and 87 person-months for supporting personnel. The Terms of Reference for the consulting services is

A consulting firm will be selected following Quality and Cost Based Selection (QCBS – 90:10) method in
accordance with the procedures set out in the ADB Guidelines on the Use of Consultants by the Asian
